Clearfield County Association of Township Officials Convention

- KEF attended the Clearfield County Township Convention and set up a booth to display the Marcellus shale well model, as well as several pieces of literature that pertain to our legislative initiatives and policy issues. Representatives from the County’s 30 Townships were in attendance including Ferguson Twp. Supervisor Don Sheeder who is the 1st Vice President of CCATO. He served as the Master of Ceremonies for the event. Clearfield County is the 22nd largest producer of natural gas (by county) in the Commonwealth.
- I had a tremendous opportunity to interact with State Representatives Matt Gabler and Tommy Sankey. Generally, they have both been great supporters of the oikl & gas industry in Pennsylvania. Rep. Sankey addressed the Nuke Bailout legislation (HB 11). Although he was non-committal in his support for the legislation, he did leave the door open to support it depending upon the final structure of the bill. He wants to see nuclear energy in the portfolio, but he is sensitive to completely upsetting the deregulated market currently in play in PA. His concern is for the Rural Electric Cooperatives that are pushing hard for the support of HB 11. Rep. Gabler did not address the issue at this event, and he did not seem very supportive when I questioned him about it.
- Tom Kronenwetter from the Governor’s Center for Local Government Services attended and made a pitch for Governor Wolf’s Restore PA initiative that seeks to add a Severance Tax to oil & gas wells in Pennsylvania in order to pay for a number of new infrastructure projects at the County level. He stated that the gas companies do not pay their “fair share” of taxes to Pennsylvania because we are the only state that does not levy a Severance Tax. He told the township officials that the Act 13 funds from the Impact Fee would not be jeopardized by this proposal.
